Access the active layer's properties (name, visibility, blend mode and opacity) via the properties dialog. The active layer is always highlighted in the Layers Window. The best part is that you don't need any design experience - Paint 3D can be used by anyone. Hope my donation helps! However, I miss MS Paint of Windows XP a lot, and that pallette loading feature from the Windows 95 edition.
On the Layer window, click the New Layer button to add a new layer this adds a new transparent layer. A demonstration of layer opacity can be seen below (Layers and Opacity).
